After many months of delay, ben Carson, HUD`s secretary, officially announced on January 16 a grant agreement with Puerto Rico, which will provide Puerto Rico with an additional $8.285 billion in funds for the reduction of the Community Development Grant (CDBG-DR). At the same time, HUD has issued a draft notice from the federal registry indicating the conditions that Puerto Rico must meet in order to access the CBDG`s emergency preparedness funds. Where a continuum designates more than one applicant for the geographic area, huD enters into a grant agreement with each designated applicant for whom a prize is awarded. 2. A continuum applicant. If a continuum identifies only one applicant for the geographic area, HUD may enter into a grant agreement for new grants, if any, and a grant agreement for renewals, ongoing care programming, and UFA costs, if applicable. These two grants cover the entire geographical area. The omission of the beneficiary under one of those grant agreements is also a failure under the others.
