Employers seeking access to an employment contract with work work must prove that they have a satisfactory record and an ongoing commitment to training Australians. The terms of the fisheries agreement for the fishing industry are already set and non-negotiable.

A branch collective agreement provides for fixed conditions agreed by the Minister, in consultation with key industry stakeholders, which are specific to an industrial sector.
