The climate change crisis can only be effectively brought under control if government, the private sector and civil society can work together. The adoption of the Paris Agreement in 2015 was a remarkable step forward for international cooperation in the fight against climate change. Given that this historic climate agreement applies to Hong Kong, we are required to develop our own mid-century long-term greenhouse gas emissions development strategy by 2020, in order to keep global average temperature rise well below pre-industrial levels and to make efforts to limit temperature rise to 1.5 degrees Celsius above pre-industrial levels. Given that electricity generation accounts for about 65% of Hong Kong`s CO2 emissions, the government has entered into agreements with the two energy companies to gradually replace coal-fired electricity generation with gas-fired electricity generation, the latter being cleaner to meet the above targets. At the same time, the government continues to promote energy savings and the development of renewable energy by introducing a feed-in tariff to encourage the installation of renewable energy systems. So far, the response has been positive, with more than 5,000 projects approved in the first year. In addition, the government will install free solar photovoltaic modules for eligible schools and non-governmental non-profit organizations and explore the possibility of installing larger solar installations at appropriate sites on reservoirs and landfills. We have also allocated $2 billion to implement renewable energy projects in various public institutions. Although Hong Kong is a tiny place compared to other countries and cities, everyone has an obligation to protect the environment. As part of the SCCC, I will continue to lead various offices and departments in implementing the measures announced in Hong Kong`s 2030 Climate Action Plan to combat climate change. I call on people from all walks of life to lead a low-carbon lifestyle in clothing, food, housing and transportation to combat the intergenerational, cross-sector, cross-sector and transsectorial environmental challenge of climate change.
